Ability Network of Delaware Launches Campaign to Protect Essential Medicaid-Funded Services
Rundown from a $1 Trillion Federal Medicaid Cut Could Devastate Delaware’s Community-Based Supports for People with Intellectual and Developmental Disabilities, Mental Illness, and Substance Use Disorders
Wilmington, DE (December 9, 2025 ) — The Ability Network of Delaware (A.N.D.), a statewide membership association of community providers supporting people with disabilities, announces the launch of its “Essential—for all of us” campaign, an effort to raise awareness about the critical role Medicaid plays in supporting Delawareans with disabilities and behavioral health needs.
Over the next decade, new federal Medicaid cuts could push Delaware into a funding crisis.Without action, essential community supports that help people live, work, and thrive are at risk. Family members may be forced to forgo or reduce their own employment to provide 24/7 care, people could face isolation instead of opportunity, and thousands of essential workers may lose their jobs.
“Community-based services touch every corner of our state,” said Carolyn Petrak, Executive Director of the Ability Network of Delaware. “We cannot balance the budget at the expense of services that allow people to live with dignity, independence, and connection. Protecting and prioritizing funding for these essential services means protecting Delaware.”
The campaign highlights the stories of Delawareans like Steven, who works proudly at the Laurel Police Department with support from Medicaid-funded employment services. His success demonstrates how vital these supports are—not just to individuals, but to families, workplaces, and entire communities.
“When we protect these services, we protect families, strengthen our workforce, and build stronger communities,” added Petrak.
The “Essential—for all of us” campaign will include a 75-second online ad, direct outreach to legislators, and a social media initiative to engage the public and policymakers.
