Carolyn joined A.N.D. in January 2015 as associate executive director, leading A.N.D.’s communications, membership, and events. She managed the 2015-2016 rebranding project that launched the organization’s new name and identity to Governor Jack Markell and to 60 A.N.D. members and their clients in March 2016. Before joining the association, Ms. Petrak worked at the University of Delaware Center for Community Research & Service as director of social marketing and as communications and training manager. She began her career as an investigator for the Delaware Department of Justice before going back to school to receive her Master of Public Administration. Carolyn was promoted to Executive Director in Summer of 2024.
Devona joined A.N.D in November 2024 as Associate Executive Director, focusing on member engagement, communications and event planning. Devona is a strategic and mission-driven executive with years of experience advancing programs and operations that empower individuals with intellectual and developmental disabilities and mental health challenges. Before joining the association, Devona served as Regional Director at Resources for Human Development, where she oversaw multi-state operations and ensured regulatory compliance across Medicaid and waiver-based programs. Her leadership enhanced service delivery and fostered a culture of accountability and excellence. Devona brings a deep commitment to collaboration, policy innovation, and sustainable systems to improve the lives of service recipients. She holds a Master of Business Administration from Wilmington University and a Bachelor of Social Work from Temple University.
